Portland Harbor Draft Remedial Investigation Report – Executive Summary.

SEPTEMBER 2009

The Confederated Tribes and Bands of the Yakama Nation (Yakama Nation) is conducting a Natural Resource Damage Assessment (NRDA) for the Portland Harbor Superfund Site in the lower Willamette River (LWR), Oregon. The purpose is to assess potential injuries and damages for the Superfund Site and adjacent areas where hazardous substances released from Portland Harbor facilities have come to be located. This NRDA process is intended to determine the natural resource restoration required to make the public whole for its natural resource losses caused by Portland Harbor hazardous substance releases.

This Injury Assessment Plan (IAP) describes the general approach of the Yakama Nation to compile and evaluate sources of existing information, identify data gaps, and determine the scope of information and kinds of analyses needed to determine injuries and quantify damages. The focus of the injury assessment is the Portland Harbor Superfund Site, located in the LWR near Portland in Multnomah County, as well as adjacent areas where contaminants have potentially migrated, such as downstream into the Multnomah Channel and Columbia River.

A primary reason the Yakama Nation has been involved in the Superfund Site cleanup effort is concern with harm to the Columbia River fishery by Portland Harbor releases, including juvenile salmon downstream from the confluence of the Willamette and Columbia Rivers.
